Vein Test
Take a look under your sleeve at the veins in your wrist and arms. Do they appear to be more blue or more green? Your veins are neither blue or green, but seeing them through your skin undertones makes them appear so.
Cool skin undertones will cause veins to appear bluer while warm skin undertones make veins appear greener.
The caveat being that neutral undertones can’t be explained with the vein test only.
Jewelry Test
Which do you look better in- gold or silver jewelry? Not which do you like more, but what makes you look like a glowing goddess and radiate perfectly off your finger, wrist, or neck?
Cool skin undertones look best in silver; warm skin undertones look best in gold, neutral skin undertones can rock both.
Eye & Hair Color
Most commonly, those with cool undertones have blue, grey, or green eyes. Usually with blonde, brown, or black hair that has tones of blue, silver, violet, or ash.
Conversely, those with warm undertones commonly have brown, hazel, or amber colored eyes. Warmly toned individuals often have hair with natural undertones of gold, red, orange, and yellow.

How your skin responds to the sunlight can say a lot about its undertones. Warm and neutral tones tend to tan while cool undertoned people will turn pink and are likely to get sunburn.

The ideal lipstick shades for this skin tone and undertone include red lipstick with blue or pink undertones, soft pinks, purples, soft plum and nudes that lean toward the pinkish shade range.

Fair skin with warm undertones
Examples of this complexion include Nicole Kidman and Lucy Liu.

The lovely ladies with deep skin and warm undertones can pull off pretty much any color besides maybe, grey. But, orange is definitely their sweet spot.

Tip: Matching your lipgloss can be a bit easier as you can control the amount of pigment you want by applying less or more of tinted gloss. The same goes for a lip-topper.
For my final pro-tip: If you can’t seem to find the perfect match-make your own! Professional makeup artists are constantly blending lipsticks to create the right shade. Simply use a lipstick brush, scrape a little onto the back of your hand, blend, and apply!
Conclusion
Are there universal lipstick shades? Well, that’s debatable. I’d say yes, there are. But there’s always going to be those certain colors that you think look especially incredible on you and it’s likely due to its undertones.
